Mapping Resiliency: Tracking Hezbollah’s Development Aid

Hezbollah—a terrorist organization—provides development aid throughout Lebanon. This aid engenders loyalty to Hezbollah, creating an expansive support network among recipients. However, the spatial distribution of Hezbollah’s investments is relatively unknown. Geolocating Hezbollah’s most significant aid investments—public construction projects—is key to supporting vulnerable populations in Lebanon and understanding how non-state actors with political aspirations employ development aid. This project will create a geocoded database, an interactive map, and a contextualizing white paper to reveal where and when Hezbollah sponsored public facilities. These deliverables will provide key insights into Hezbollah’s development activity, provide a much needed foundation for future analysis, and pilot a methodology that can then be applied on a larger scale to other non-state organizations.
